Jefferson County Sheriff Guilty of Misusing Public Funds



Jefferson County Sheriff Blair Olsen was charged with four counts of misusing public funds for personal use including a cell phone for his wife and a lifetime membership to the National Rifle Association. These charges could add up to 47 years in prison and up to $35,000 in fines.

 The jury found Sheriff Olsen unanimously guilty on May 13, 2015 for three of the felonies of misusing public funds.It only took the jury three hours to decide on their verdict. The sentencing will be on June 22, 2015.

I practice in Jefferson County frequently, although I have not had dealings with Sheriff Olsen.  For whatever reason, this kind of thing comes up frequently in nearby counties.  Now that there has been a conviction, there will be a pre-sentence investigation, and a sentence based upon the report that comes from that investigation.  The sheriff should be made to pay restitution for the money misused, and then be placed on probation.  Because he is a high-profile public figure, Judge Moeller will be under some pressure to hand out time behind bars for Olsen.  I hope his jail time, if imposed, does not exceed 30 days.  He may have crossed the line on what is legal, but non-public figures with no criminal past do not get extensive jail time for this type of offense.  As to his attorney, my friend Gary Cooper, he did a fine job, as he always does.

Man Framed by Prosecutor Released After 29 Years in Prison Seeking Lawsuit

19 year old, Charise Kamps, was found raped and strangled to death in her apartment in June 1980. Ralph Armstrong told the police that both of them were at the apartment alone doing cocaine before leaving to go see friends around 9:30 pm. Police said that they learned that Armstrong owed Kamp's boyfriend $400 and witnesses saw Armstrong handing Kamps money that night. However, the money was not found in the apartment, and Armstrong deposited $315 in his bank the next day.The defense argued that he got the money from his brother. Various methods have been used in police interrogations to elicit a confession. By far the most popular method used for over seventy years is the Reid Technique. This interrogation method assumes guilty suspects can be identified from certain behavioral cues.
